I just got my 60mm Micro, and I have a couple of questions.
    1. Do I want to keep the aperture lock off or on?

    2. I cannot get the aperture to stay at 2.8, I get 2.8 and focus, and it goes to 3.2.I can play with it and it comes back to 3.2. is this normal?

    3. I was in Aperture Priority, is this an issue with this lens, and if so, what should I use?

That is the nature of this and many macros. Focus at infinity, and you'll se 2.8 return. Most Nikkor Micros exhibit this behavior. Nothing wrong with your lens.

Thanks for the response. It will go to 2.8 if I focus on the wall, and if I aim at my monitor it goes to 3.2

What about the aperture lock, locked or un-locked?

For it to work on your camera leave it locked at 2.8. You can Google some info on macro lenses doing this sort of thing.

Yes this is normal for this type of lens, mine does the same.
