80-400 af-vr f4:5-5.6 Questions on 32-f4.5 Ring

Purchased used some time ago. No manual. I can get my D750 to fire only on the setting f32. First of all what is this ring seated by the threads ? I am unable to find any manual on the web. It will not fire on any other setting. What goes with that ?

All lenses with an aperture ring, i.e. non-G lenses need to be set to the minimum aperture/highest F number to work. Most lenses actually have a lock to lock the ring at the minimum aperture. You set the aperture with the command dial, same as G lenses with no ring.
