Looks Moorish.

My wife inherited it from her Mum who used to spend a lot of time seeking out unusual bases for lamps then commissioning an artist to create the shades. I was told this base is Oriental, as in "Far East".

Hate to admit it, but your 1st reminds me that I'm old enough to remember a TV commercial touting Norelco's "Floating Heads" razors.
