Does jpeg Picture Control effect video?

In the camera menu under Picture Control you can set the jpeg to Neutral, Vivid, etc. The camera shoots jpeg files in video. Do the Picture Control settings effect the video?

There are some who have created custom picture controls just for video that gives very 'flat' video so they can color grade it afterwards:
