The Downy Woodpecker is the smallest of woodpeckers in Ontario. By comparison it's beak is small in relation to the size of its head

The Hairy Woodpecker is much larger in size than the Downy. It's beak in comparison, is also much larger than that of the Downy, in relation to the size of its head

Another difference, at least with our birds, is that the downy is bold. I can walk right up to the suet feeder and they don't seem to care. With the hairy, if I look out of the window, they're off into the woods.

Same around here. At our feeders, the boldest usually is the nuthatch, then comes the downy. I've had both eating out my hands on many occasions.
