Gimp limitations

From the category of "Sure you can juggle, but can you do it with one hand tied behind your back?"

I am trying to fix the following shot by removing the extra person but I am limited to using GIMP. As far as google and I can tell that means no healing or patch tool.

I have been able to outline the area to replace and copy a similar shaped portion of the fountain background, I just can't seem to blend the pasted portion of the fountain background with the existing background. Blur and smudge look terrible probably from lack of skill more than anything else.

Does anyone have a workflow to replace the extra person in this pic with a smoothly blended background that doesn't require heal or patch?

There are some folks on the retouching forum on dpreview that use gimp.
They would be glad to help you along.
Please give that a try

Replacing a background will need you to extract the people...
They can teach you that to.
