How about a new AF-S 35-135/4 VR

Since most landscapers shoot between ultra-wide and 135 mm, wouldn't it be nice to have this lens to complement the 16-35? I know they now have a decent 24-120/4, but they can probably design a better lens in the 35-135 range given the lower zoom ratio and the smaller angle of view at the lower end of the range.

Won't happen, for exactly the reason you just stated. The 24-120 is a similar, but more marketable lens, and relatively new to boot. A 35/50-135 f/2.8 VR DX seems a lot more likely to me, if not for the fact that Nikon seems to have "abandoned" DX as a place for "pro" grade lenses.
