Actions should not be lost. Plugins will probably need to be reinstalled.
Best to take backup copies of all the files first.

Your settings but not your filters will probably be here:
C:\Users\<username>\AppData\Roaming\Adobe\Adobe Photoshop CS6

I have been having issues with BSOD and I have reloaded all drivers. The strange thing is that it is perfect in safe mode but then when you change out of safe it goes bsod as soon as you open

I think it unlikely that any application could cause a BSOD. Therefore a reinstall of Photoshop won't help.

I'm assuming you are running Windows 7 64 bit, not 32 bit?
And running the 64 bit version of Photoshop?

BSODs are generally caused by drivers or hardware problems.

You could get the dump and feed it to an online analyser to help find out the cause.

Actions, presets, etc should never be installed in Photoshop. Install in documents -folder-with proper .act. Net version will find it. Do not move them
