how to export from LR without full keyword hierarchy?

Not sure if this is a bug or user error...

I'm trying to export a jpg to disk and the original has keywords assigned. I would like the assigned keywords to be embedded in the jpg, but not the keywords that are higher up in the keyword hierarchy. It looks like there is a checkbox in the export dialog to control this -- it is labeled "Write keywords as Lightroom hierarchy." But checking or unchecking this makes no difference, I always get the full hierarchy in my jpg.

Looks like you can set export behavior on a per keyword basis rather than a per photo basis. Not sure what that checkbox is there for then.
