How to stop D7000 from tripping shutter when not in focus?

My other Nikons will not trip the shutter in they are not in focus unless they are in manual mode. How do I stop my D7000 from tripping the shutter when out of focus? I must be missing this in the manual.

and

a2: AF-S Priority Selection

You can set the release priority to "Focus"
