Thank you for the help. This explains why it was not in my Northeastern Water Birds Guide.

The capture was at a Zoo in Syracuse, NY. I was there with my oldest child and his D50, and could not figure out what this was. So I took a shot. Must not be able to fly away like the other ducks in the pond do.

Probably would not have taken the shot if he has his wings clipped or something.
