All of these are done the same way by etching and layering in the example you posted I'd lay the background shot on top and just use the erasier tool to bring the others through. The ones above are done in a similar way.

I'd recommend a program called photo impact by ulead which is heaps better than photoshop for this type of thing because it uses vectors rather than rasters which is great for sizing graphics and fonts etc and only costs around $100.
