It is definately in the Libellulidae (Meadowhawk) family. I'm not exactly which one because some of them look very similar. One of the other members (Fishbio) Larry de March may be able to give you a more definate ID.

The meadowhwks are quite difficult to tell apart, especially when not fully mature, like yours. It will become completely red with black markings when mature. From what I can see of the face, it looks whitish, suggesting White-faced meadowhawk.
