The first time I visited Randy's dam a couple of years ago they had a program to control the number of black vultures in the area. There were hundreds of them. The USDA came up with the idea that hanging "effigies" of dead vultures would scare them away. Desperate to stop them ruining outside electrical equipment with their acidic poop the power company gave it a try.

But vultures EAT dead stuff, duh. I guess when they figured out it wasn't edible they pooped on it.
